Handbrake Cable contact on passenger side?

Hi, I couldnt find this problem when I searched the forums so yeah here it is.

The bracket holding the handbrake cable - under the floorpan below where passengers feet are on drivers side) had detached (spot welds popped out) so I repaired that (by bolting it back to floor), but I had a look on the passenger side and the cable seems to be rubbing against the floor pan near the passenger side bracket. It doesn't make a noise or anything but I was concerned that over time it might wear against the floor pan. I bought the car with the handbrake cable bracket problem so I have never seen it working properly. Is it normal for the cable to contact there?

By the way if it makes any differance it's an '87 VL Turbo Berlina wagon

Thanks in advance for any help

I know mine rubs near the lower control arms, but it does not matter as the cable is housed in a flexible metal casing then covered in the black plastic. I doubt you'd ever rub through the metal casing.
