Need answers on plenum

Just just a quick one...does the factory inlets including plenums that use factory inlet runners run lean on any cylenders????
I'm running a rajab plenum on straight LPG and having trouble keeping fuel up to cylender 3.... Is this common? Does cyl 3 have a tenancy to run less air than the others?????

The gas is atomised in the air before the plenum isnt it?
Shouldnt be possible for it to run lean on an individual cylinder.
or is it injection
