Vic: Club Reg Rule Changes.

This is part of the letter with the major details.

Club plated cars will now fall into 3 categories;
1. pre-1949
2. 1949 to 1969
3. 1969 to 25 year old vehicles.

Different rules apply to each category. In the first category, pre-1949, they have a wide range of permissible modifications before a car is required to be engineered. They also retain the ability to have club inspectors examine the vehicles.

In the second category, 1949 to 1969, almost all the same wide sweeping modifications are permissable without the need for an engineers certificate, although a full Victorian roadworthy certificate will be required for all vehicles coming onto the scheme.

In the third category, and the one most relevant to TCCA, we will no longer be able to self inspect, rather a full Victorian roadworthy certificate will be required. Also the list of permissible modifications does not extend to our cars. That means that if you have any modifications to your vehicle that does not meet the requirements set out in the VicRoads document VSI-8, then your car will require an engineers certificate to be placed on the Club Permit Scheme. VSI-8 can be downloaded by clicking here. Also, if a police officer stops you, and believes that your vehicle may not meet the requirements set out in VSI-8, then he car order you to get a VASS inspection to keep your car on the Club Plate Scheme.
Further to all this, cars that are modified and have certification by a VASS inspector will be issued with a new plate with a letter M designation, eg 12345-M. This means modified club plated cars will be easily identified whilst on the road. (For what purpose, i don't know!)
All of this will start in the third quarter of 2014, so it could be in as little as 6 weeks time. These changes that were pushed by the AOMC will also be retrospective, meaning modified cars that are currently on the scheme will have to get a VASS inspection to retain their club plates.

I know many dodgy cars that are currently club registered and they aren't VLs.... It was too good to stay the way it was and realistically it is still cheaper than normal registration anyway.

Club rego guys will be flat out doing rego now before it all stops haha.

In all honestly it's such a shame that people can't take their beloved cars that are modified for a cruise every so often because of some idiots who take it too far.

Club rego was supposed to be for people who have a old school modified or even stock cars that don't want to go through all the hassle to drive their cars.

Vicroads have a list of engineers they use and for a engineers cert u need to pass emissions test and I cant see many cars passing that

Getting it engineered shouldn't be too hard it's more the emissions, if someone can start testing ethanol fuels for the 5 gas test a lot of cars will be legit.
But currently there's no one in Victoria that will test ethanol based fuels. Which to me is BS.

I spoke to an engineer about e85 yesterday even if u running e85 and u have head and cam work, turbos, superchargers u got no hope of passing I new a guy who bought a new clubby spent 20k on mods including supercharger got epa"d 20k down the drain

Out of curiosity, Cars currently registered under the club plate system.

Will they require:
- a rwc or is that only for vehicles attempting to be eligible after the changes have been implemented.

- Can anyone further go into detail about the VASS scheme. Is it like a RWC, what else does it entail, what are the costs associated etc.


As I foresee this being an absolute joke and a time consuming wait just to fail some overly difficult and harsh inspection.

Hate to be in vic....qld theres no epa rules, no engineers required only a $100 mod plate.... so much easier here.... and for club rego yes a rwc is required but there also $100

It is complete bull**** what he told you.. replace no hope with hard to do.

They can and do pass, but you need to take your car to someone who can tune and design the engine so that it will pass. There is quite a few twin turbo charged LS powered commodores that have passed emissions, there is even head and cam cars that have passed.
